His recap of the X Space, summarised by this site. These are his statements about plans, not facts about an existing institute.

• The organizers want e/acc to become a formal institution producing papers, philosophy and policy. This had been discussed for over a year.
• He would be chairman and help with fundraising while still running Extropic. Maxwell, described as having worked with Karl Friston, would run the institute.
• A domain had been purchased. Incorporation, legal structure, staffing and budgets were still being worked out.
• He said he had not launched or owned the associated token, and that he intended to put unsolicited X Money proceeds toward the nonprofit. By late in the conversation he described that amount as roughly $100,000.
• Initial spending discussed: legal fees, computers, basic AI usage and short-term operations.
• Proposed themes: thermodynamics, information theory, neuroscience and alternative computing; intelligence on different substrates; active inference and complex systems; and an exploratory idea, not a prototype, linking Cortical Labs cultured-neuron systems with Extropic hardware.
• Policy ideas he called a “First Amendment for synthetic thought” and a “Second Amendment for compute”, criticism of concentrated AI control, and markets as an alignment mechanism.
• Possible structures included a 501(c)(3) and a 501(c)(4). A DAO was floated, but the lean was toward a simple nonprofit.
• Outreach beyond Twitter was also discussed.
• No launch date and no finalized research roadmap were given.

Quoting the @Kardashev_AI post above, he said he was looking forward to applying the Free Energy Principle across disciplines, and that @mjdramstead, whom he described as Friston’s disciple, “will lead such explorations.”
